Jurisdiction-Specific Notes

Federal OSHA

  • Baseline for all US states without an approved state plan
  • 29 CFR 1910 (General Industry) and 1926 (Construction)
  • Employers must provide training at no cost to workers
  • Training must be in a language workers understand

Cal/OSHA

  • Often stricter than federal OSHA
  • Heat illness prevention training is mandatory (Title 8, Section 3395)
  • IIPP (Injury and Illness Prevention Program) required for all employers
  • Additional wildfire smoke protections (AQI-based)

WorkSafeBC

  • Occupational Health and Safety Regulation (OHSR)
  • WHMIS 2015 replaces HazCom for chemical training
  • Young and new worker orientation required within first week
  • Joint health and safety committee training mandatory

Ontario MOL

  • OHSA and industry-specific regulations (e.g. O. Reg. 213 Construction)
  • Basic Awareness Training required for all workers and supervisors
  • WHMIS 2015 training mandatory before handling hazardous products
  • Working at Heights training must be from a CPO-approved provider

Understanding Training Frequency Requirements

Safety training is not a one-time event. Regulatory agencies mandate retraining at specific intervals to ensure workers stay current with procedures, recognize hazards and respond properly to emergencies.

Initial Training

Required before a worker begins the task or is exposed to the hazard. Covers fundamentals, hazard recognition and emergency procedures. Must be documented with date, trainer name and topics covered.

Annual Refresher

Many OSHA standards require annual retraining or review. This reinforces critical procedures and incorporates any regulatory changes, incident lessons or updated SOPs from the previous year.

Triggered Retraining

Required when conditions change: new equipment, process modifications, after an incident, observed unsafe behavior, or when a worker transfers to a new role. Not tied to a calendar schedule.
