Summers are running hotter and longer across British Columbia and much of North America, and the workers most exposed are frequently the ones least able to slow down. This guide walks employers, safety managers and supervisors through what heat stress does to the body, how to tell heat exhaustion from heat stroke, what the law expects of you and how to build a plan and deliver a toolbox talk that changes behaviour in the field.
Why Heat Stress Is a Serious and Rising Jobsite Hazard
Heat stress is not just a comfort problem. It degrades judgment, slows reaction time and impairs coordination long before a worker collapses. That means heat contributes to incidents that never get recorded as heat illness at all: falls from height, equipment strikes, cuts and vehicle incidents that happen because a fatigued, overheated worker made a poor decision. When the body finally loses the ability to cool itself, the result can be heat stroke, a medical emergency that can cause permanent organ damage or death.
The trend is going the wrong way. Extreme heat events are becoming more frequent and intense, and the deadly 2021 heat dome in British Columbia made clear that even regions not historically associated with dangerous heat are now exposed.

- New and returning workers who have not yet adjusted to the heat. A large share of serious heat illness happens in a worker's first few days on the job.
- Crews in heavy or non breathable PPE, including chemical suits, fire resistant clothing and full body coverage that traps heat and blocks sweat evaporation.
- Workers doing heavy exertion such as roofing, paving, digging and material handling, where the body generates enormous internal heat.
- Older workers, those with certain medical conditions and anyone taking medications that affect hydration or the body's heat response.
- Anyone who was ill, poorly rested or already dehydrated when they arrived on site.
How the Body Loses the Ability to Cool Itself
Your core wants to stay near 37 degrees Celsius. During work, muscles generate heat, and the body sheds it mainly by pushing blood to the skin and by sweating. When sweat evaporates, it carries heat away. That cooling system works well until one or more things overwhelm it.
Dehydration. Sweat is the main defence, and heavy work can cost more than a litre of fluid per hour. If workers do not replace it steadily, blood volume drops, sweating slows and core temperature climbs.
Humidity. Sweat only cools you when it evaporates. In humid air, evaporation slows dramatically, so a worker can be drenched in sweat and still overheating. This is why humidex and heat index values matter more than raw temperature.
Exertion. The harder the work, the more internal heat the body produces. A worker carrying shingles up a ladder generates heat far faster than someone standing still in the same weather.
PPE and clothing. Protective gear that seals out hazards also seals in heat and blocks sweat from evaporating. Impermeable suits can turn a moderate day into a dangerous one, so heat plans for crews in heavy PPE need to be more conservative.
When these factors stack, the cooling system fails: sweating slows, core temperature spikes and the body crosses from manageable strain into heat illness.
Recognizing Heat Exhaustion vs Heat Stroke
The single most important skill you can build in your crew is the ability to tell heat exhaustion from heat stroke, because the response is different and the stakes are enormous. Heat exhaustion is serious but usually recoverable with prompt cooling and rest. Heat stroke is a medical emergency where temperature regulation has failed, and every minute of delay increases the risk of death or permanent damage.
The warning sign that should trigger your emergency response is a change in mental status. Confusion, slurred speech, strange or aggressive behaviour, stumbling or loss of consciousness point toward heat stroke. When in doubt, treat it as heat stroke and call for emergency help.

Two rules keep people alive. First, rapid cooling matters most, so start cooling while you wait for the ambulance. Second, never give liquids to a worker who is not fully alert, because they can choke.
The Employer's Legal Duty
Employers have a general duty to protect workers from recognized hazards, and heat is a recognized hazard. In British Columbia, WorkSafeBC addresses heat exposure and expects employers to assess the risk of heat stress and put controls in place when conditions warrant, including water, rest and cooling, along with monitoring and worker training. In the United States, OSHA applies its General Duty Clause to heat and has been developing dedicated heat guidance and enforcement, emphasizing water, rest, shade, acclimatization and monitoring.
The specifics, including numeric triggers, assessment methods and documentation requirements, vary by jurisdiction and change over time. Do not rely on a single remembered threshold. The Core Controls That Prevent Heat Illness
Acclimatization for new and returning workers
Acclimatization is the body's process of adapting to heat over roughly one to two weeks of graduated exposure. It is the single most protective and most overlooked control, because most serious heat incidents strike workers who are new to the job or returning after time away. Build a schedule that ramps up exposure gradually. A common approach limits a new or returning worker to a portion of their normal workload on day one and increases it over the following days. Anyone off for a week or more should be treated as needing to re acclimatize.
Water, rest and shade
These three form the backbone of every credible heat program. Provide cool drinking water and encourage frequent small amounts rather than waiting for thirst. Provide shade or a genuinely cool break area, not a patch next to hot equipment. Schedule rest breaks and make clear that taking them is expected, not a sign of weakness.
Work and rest cycles
As conditions get hotter, shift the balance toward more rest and less continuous exertion. Rotate demanding tasks and add breaks so the body can cool down before core temperature climbs too high. The heavier the work and PPE, the more rest is needed.
Buddy system
Heat stroke often begins with confusion, so the affected worker is frequently the last to recognize the danger. Pair workers so they watch each other for early signs and know they have permission to stop a coworker and raise the alarm. On isolated tasks, set a check in schedule.
Monitor humidex and heat index
Track conditions using humidex (common in Canada) or heat index (common in the United States), because these account for humidity, which raw temperature ignores. Check the forecast before the shift and reassess through the day. Rising humidex means tighter controls: more water, more rest and more watchfulness.
Adjust the schedule
The most effective control is often the simplest: move heavy work out of peak heat. Start earlier, shift strenuous tasks to the morning or evening and pause work when conditions become dangerous. A rescheduled task is cheaper than an ambulance call.
Building a Written Heat Stress Plan
Controls only work when they are written down, assigned and rehearsed. A written heat stress plan turns good intentions into a repeatable program that survives staff turnover and busy days. Use the checklist below as a starting framework, then adapt it to your worksites and confirm it against your jurisdiction's rules.
- Hazard assessment: How and when you assess heat risk, including which humidex or heat index values trigger tighter controls for your work and PPE.
- Acclimatization schedule: A written ramp up plan for new workers and anyone returning after a week or more away.
- Water, rest and shade provisions: Where water and shade will be, who restocks them and the break schedule at each risk level.
- Work and rest cycles: Defined cycles that get more conservative as conditions worsen.
- Buddy system and monitoring: How workers watch each other and how supervisors track conditions through the day.
- Recognition and response: Clear signs of heat exhaustion versus heat stroke and the exact first aid steps for each, posted where crews can see them.

Today is going to be hot, so let us talk about heat before it becomes a problem. Heat sneaks up on you. It makes you tired and slows your thinking before you notice anything is wrong, and that is when mistakes and injuries happen.
Three things keep us safe: water, rest and shade. Drink small amounts often, before you feel thirsty. Take your breaks in the shade, even when we are busy. If you are new this week or just back from time off, your body has not adjusted yet, so pace yourself and tell me if you feel off.
Watch out for each other. Early heat illness looks like headache, dizziness, nausea, cramps and heavy sweating. If that is you or your buddy, stop, get to shade, drink water and cool down. Here is the line you must never cross: if someone gets confused, starts slurring, acts strangely or passes out, that is heat stroke and it is an emergency. Call 911 right away, start cooling them with water and wet cloths and do not leave them alone. Do not give water to anyone confused or unconscious.
