FLHA (Field Level Hazard Assessment)

A Field Level Hazard Assessment (FLHA) is a brief, on-site hazard evaluation conducted by workers at the start of each shift or task to identify and mitigate immediate risks before work begins.

What Is an FLHA?

A Field Level Hazard Assessment (FLHA) is a daily or per-task hazard identification tool completed by workers on-site, in real time. Unlike a JHA, which is developed in advance for routine tasks, an FLHA captures the actual conditions at the worksite on that particular day - weather, ground conditions, nearby hazards, crew fitness and equipment status.

What an FLHA Covers

  • Task description and location
  • Identified hazards and risk ratings
  • Required controls and PPE
  • Crew member names and signatures
  • Applicable permits (hot work, confined space, etc.)

FLHA Best Practices

  • Complete the FLHA before any work starts - never retroactively.
  • Involve the entire crew in the discussion; do not have one person fill it out alone.
  • Stop work and reassess if conditions change during the shift.
  • Review FLHAs during toolbox talks to reinforce hazard awareness.
