Muster Point

A muster point is a predetermined, safe gathering location where workers assemble during an emergency evacuation so that a head count can be taken to ensure everyone has safely exited the work area.

What Is a Muster Point?

A muster point (also called an assembly point or rally point) is a designated safe area where all personnel gather after an emergency evacuation. It must be located far enough from the facility to protect workers from the hazard but close enough to be practical.

Muster Point Requirements

  • Clearly marked with signage visible from multiple directions.
  • Located upwind and at a safe distance from potential hazards (fire, chemical release).
  • Large enough to accommodate all workers, contractors and visitors.
  • Accessible by emergency vehicles.
  • Known to all personnel through the Emergency Response Plan and orientation training.

Mustering Procedures

  • Designated wardens or supervisors conduct head counts.
  • All personnel must remain at the muster point until the all-clear is given.
  • Visitors and contractors must be included in the count (sign-in logs are essential).
  • Report any missing personnel to the incident commander immediately.
